RoseAnn M. Billinger, 77, of Hays, Kansas, passed away on Friday, June 20, 2025, at Hays Medical Center. She was born December 19, 1947, in Ellis, Kansas, to Rudy and Catherine (Beer) Windholz. She was a graduate of Ellis High School, Class of 1965. Shortly after graduating, RoseAnn married Leo Billinger on November 13, 1965. Leo preceded her in death on April 16, 1976.
RoseAnn devoted her life to caring for others. She worked for many years as a Residential Supervisor with DSNWK and later continued her caregiving work through the Kansas Guardianship Program.
Family was at the heart of RoseAnn’s life. She treasured the time spent with her sisters, Kathy and Goldie, and her granddaughters, Katie and Kara, who meant the world to her. She cherished the years shared with her significant other, Pat, enjoying the simple pleasures of life together. RoseAnn also deeply valued the close bond she shared with her daughter, Melissa, who was a constant source of love and support. She enjoyed trips to the casino, finding treasures at garage sales and farmers markets, bumbling through stores, feeding the birds, and keeping up on all her favorite TV shows and games.
She is survived by her significant other, Patrick Weilert of Hays; her daughter, Melissa Parson of Hays; her brother, Kenneth Windholz and wife Marilyn of Ellis; her sisters, Kathy Wolf and Goldie Dinkel, both of Ellis; her granddaughters, Katie Parson of Hays and Kara Parson of Colorado Springs; her three beloved grand-fur babies; and numerous nieces and nephews.
She was preceded in death by her parents; her husband, Leo Billinger; her son, Lee Billinger; brothers, Francis, Vernon, Robert, and Rudolph Jr. Windholz; sisters, Thelma Spinks and Betty Ploutz; and brothers-in-law, John Dinkel and Kenneth Wolf.
Funeral services will be held at 10:00 AM on Friday, June 27, 2025, at St. Mary's Catholic Church in Ellis. Memorial visitation will be Thursday from 5:00 PM to 7:00 PM at Keithley Funeral Homes and Crematory – Brock's Chapel, 2509 Vine, Hays, KS 67601, followed by a combined parish vigil and rosary service at 7:00 PM. Memorial contributions are suggested to the family for designation at a later time and may be made payable to Melissa Parson.
