Richard Lee "Dick" Weaver age 84, of Hays, Kansas died Tuesday, August 18, 2020, at Hays Medical Center, Hays, Kansas. He was born March 23, 1936, in Hays, Kansas to Celestine John and Jeanne Marie (Ingram) Weaver. He married Kay (Wickham) on May 26, 1956, in Hays, Kansas. He served in the United States Navy from September of 1955 to retiring in September of 1975. Active duty saw him in Norfolk, VA onboard the cargo ship, USS Betelgeuse (AK 260), the Operational Testing and Evaluation Command, the Amphibious Forces and the Naval Air force. He served the Joint Task Force EIGHT, the Nuclear Testing Command conducting experiments near Christmas Island in 1962. He later transferred to Johnson Island and then back to Washington, DC for duty with the Defense Intelligence Agency in the Pentagon. He then joined the USS NEW JERSEY (BB62), during the Vietnam Conflict. After that, he reported to the US Army Command and General Staff College in Fort Leavenworth, KS, and then the USS RAMSEY (FFG 2) until his retirement. At Fort Leavenworth, he became involved with the Cub Scouts as a Den Leader and later as Cubmaster for the Webelos Troop. He moved to Long Beach, and became involved with the Boy Scouts working his way thru the troop committees to Assistant Scoutmaster and finally Scoutmaster of Troop 101 in Hays, after he retired from the Navy. He worked for the State of Kansas Surplus Property Store in Hays and then in Topeka for a few years. He grew up in Ellis, he was a 1955 graduate of Ellis High School, and moved to Hays in 1975. He was a member of St. Joseph Catholic Church, the Ellis V.F.W., the Disabled American Veterans, and the National Association of Atomic Veterans. Survivors include his wife, Kay Weaver, of the home; one son, David Weaver and wife, Hsin-Yen Yang, Hays, KS; two daughters, Kim Dechant and husband, Paul, Hays, KS; Perri Lantz, Hays, KS; three sisters, Marge Weber, Boone, IA; Elizabeth Pinney, Hays, KS; Lucille Quinby, Hays, KS; one sister-in-law, Roxanne Weaver, Sheridan, WY; four grandchildren, Charissa Hurt (Karl), Christopher Dechant (Sarah), Ethan Lantz and (Emily Henderson), Garrett Dechant; five great grandchildren, Shelby Hurt, Casey Hurt, Brittney Hurt, Adler Dechant and Ogden Dechant. He was preceded in death by his parents; two brothers, LeRoy Weaver and Paul Weaver; two sisters, Agatha Weaver and Evelyn Wickham. A private family graveside service was held on Friday, August 21, 2020, at Mount Allen Cemetery, Hays, Kansas. Military honors were conducted by the Hays V.F.W. Post #9076. The family suggests memorial to Disabled American Veterans. Services are entrusted to Clines-Keithley Mortuary of Hays, 1919 E. 22nd Street, Hays, Kansas 67601.
